Will local Whisper work here?

No. Not on every computer. Local Whisper downloads into this browser and needs enough RAM/CPU. Weak PCs, many phones, and denied mics should type or use online voice when commercial mode is on. One bad device never forces the whole company onto paid audio.

Browser audio check

Speakers = system TTS. Mic test first checks real audio levels, then Chrome speech-to-text (needs HTTPS + allow mic; STT often needs network). Permission “Using now” is not enough if the wrong input device is selected.
